Description

Purpose of OUSD High School Linked Learning Office (HSLLO) Vehicle Fleet:

 

The OUSD HSLLO Vehicle Fleet consists of two ten-seat vans (one driver and nine passengers) available to OUSD high school sites to be used for CTE pathway aligned career exploration visits, career themed college visits, career fairs, etc.. 

 

Equity of HSLLO vehicle use:

 

HSLLO will manage van reservations and requests to ensure equitable use across sites; the team will also track van requests in order to alert sites/staff (within proximity of each other) of possible ways to collaborate on student transportation and split the workload. 

 

Driver application and approval process: 

 

Principals can nominate select staff to be drivers twice per year (August/September and January/February). HSLLO will invite nominees to complete the driver application. Becoming a driver is voluntary, so a nominee may opt not to participate. 

 

Potential drivers are asked to: 

1) Obtain a pdf copy of their DMV Driving Record. A driving record request can be completed online here. A $2 payment is required and an applicant can request to be reimbursed by their site. 

2) Submit an OUSD Vehicle Use Permit Application/Authorization Form (HSLLO/Alt Ed); the DMV Driving Record (step 1) must be included as an attachment. 

Please note, that by signing and submitting the Application/Authorization Form, the individual is agreeing to OUSD vehicle terms of use listed in OUSD Board Policy BP3544. If a driver is found to be out of compliance, their use of district vehicles may be revoked by HSLLO and Risk Management.

3) Attend a mandatory in-person vehicle safety training.

 

Driver roles and responsibilities:

 

Employees or Board members assigned a District vehicle shall be responsible to:

 

1. Maintain the vehicle in a neat and clean condition.

2. Ensure that any equipment and tools are properly loaded and secured to minimize the likelihood of

loads shifting and/or creating a hazard during transport.

3. Make reasonable inspections of the vehicle to insure the vehicle is in safe working order.

4. Schedule and adhere to routine maintenance and servicing of the vehicle.

5. Secure and lock the vehicle whenever away from it.

6. Not leave valuables in plain sight which would encourage a criminal to break and enter the vehicle.

7. Report any vehicle damage in writing immediately to the supervisor.


 

Reserving a HSLLO vehicle:


 

A van can be reserved via Facilatron. Please do not share the link with unapproved drivers or the public.

 

A reservation must be submitted 30 days in advance with an approved field trip reservation form. For situations like internships that may require multi day reservations, a separate reservation and approved field trip request form must be submitted for each reservation request.

Times of use:

 

A van can be used Monday-Friday from 7:30am-5pm. It cannot be accessed during holidays and OUSD closures. Exceptions may be made for CTE weekend programs like a robotics competition if cleared at least 30 days in advance with HSLLO.


 

Van passengers:

 

A HSLLO van can legally seat ten people (one driver and nine passengers). Under no circumstance should a van exceed ten occupants.


 

Home garaging:

 

HSLLO vans must be picked-up and returned to the assigned lot on the same day. Home garaging is not permissible. 


 

Areas of use and tracking mileage:

 

A van can be used for transport up to 50 miles outside of Oakland in order to remain within San Francisco Bay Area parameters. A mileage log is located in the van glove box where the driver can note the date, list the odometer mileage at the time of pick-up and drop off and initial the form.

 

Gas policy:

 

Policy: A van must be returned with a full gas tank as a courtesy to the next driver. If it is reported that a driver returned a vehicle without a full tank, they will forfeit driving privileges for a month. A van gas tank can be refilled at 900 High St., Oakland, CA between the hours of 7:30am-5pm Monday through Friday.
